RTM Timeline
The path from current VLOS regulations to a full RTM framework. Items marked as speculative are based on the ConOps vision and industry signals — actual timelines may differ.
Note: Future milestones are based on the NAV CANADA ConOps v1.1 and regulatory signals. They represent the envisioned trajectory, not confirmed dates. Actual implementation depends on regulatory progress, industry readiness, and NAV CANADA development timelines.
CARs Part IX — VLOS Regulations
Transport Canada publishes comprehensive VLOS regulations. Pilot certification (Basic and Advanced), RPAS registration, and operational rules for small drones established. This forms the regulatory foundation for all current drone operations in Canada.
ConOps v1.1 & BVLOS Proposed Regulations
NAV CANADA publishes the RTM Concept of Operations v1.1, defining the full RTM framework including rFIMS, RSPs, and 7 airspace designations. Transport Canada publishes proposed BVLOS amendments in Canada Gazette Part I (CG1).
RTM Trials & RSP Development
Initial RTM concept validation trials. RSP developers begin building to the ConOps specification. Industry engagement on BVLOS regulatory framework. SORA risk assessment methodology refined for Canadian context.
BVLOS Regulations Finalized
Publication of final BVLOS regulations in Canada Gazette Part II (CG2). Low-risk BVLOS operations (RTM-BL) began under regulated framework. RSP certification process established.
Initial rFIMS Capabilities
First operational rFIMS capabilities deployed by NAV CANADA — flight plan validation, basic airspace management, and RSP integration APIs. First certified RSPs begin operations. RTM-VU and RTM-VC services operational.
First RSPs Operational
Multiple RSPs operational with rFIMS integration. Network ID forwarding and basic position tracking. RTM-BL services available in designated areas. Departure authorization workflow for controlled airspace RPAS operations.
RTM Airspace Volumes Established
First RTM-S (segregated) airspace volumes established for BVLOS corridors in controlled airspace. Conformance monitoring and conflict detection operational. Emergency response procedures tested and refined.
Medium/High Risk BVLOS
RTM-C (cooperative) operations enabled. Dynamic re-routing capabilities. Capacity management for busy airspace volumes. Ground-based DAA integration. Non-cooperative surveillance (RTM-N) trials begin.
Full RTM Framework Operational
All 7 RTM airspace designations operational. Full rFIMS capability suite deployed. Multiple certified RSPs serving the market. Seamless integration with traditional ATM. Urban air mobility pathways established.
